UNDP has more than 30 years of experience in Jordan, providing financial & technical assistance to Jordan since 1976.

Putting Nationals at the Driving Seat
National ownership is one of the most important principles and approaches in UNDP's work.  UNDP activities in Jordan are based on the premise that the government have the primary responsibility for the development of its country and for establishing and leading the national development agenda.  In line with this, all UNDP projects are nationally executed by Jordanian partners.

National execution modality is considered as part of UNDP's efforts to enhance the local capacities to formulate, emplement and review policies and programmes for a long-term economic and societal development.

Programme and Project Management

Volume of Assistance
During the period of the 1998 to 2002
Country Cooperation Framework UNDP had implemented and approved projects with the total value of US$24 million.  While for the 2003 -2007 Country Programme UNDP's delivery in the country is estimated to have reached US$23,336,000 as follows:

US$: 3,391,000 for the year 2003
US$: 3,452,000 for the year 2004
US$: 5,128,000 for the year 2005
US$: 5,965,000 for the year 2006
US$: 5,400,000 is estimated for the year 2007

The current Country Programme for the years 2008 - 2012 has estimated US$26 million in financial resources.  UNDP and the Ministry of Planning and International Cooperation will jointly design and implement plans to mobilize addition resources from various sources. 

Areas of Involvement
As a multi-sectoral development agency, UNDP provides assistance to Jordan in a broad spectrum of fields. 
UNDP’s current programme is based on the UN Country Common Assessment (CCA) and the UN Development Assistant Framework (UNDAF) , in addition to the strategic planning documents of the country: the National Agenda and the Kulluna Al Urdun (We are all Jordan). In Jordan, UNDP focus is to help the Hashemite Kingdom of Jordan to build and share solutions to the challenges of:

Poverty Reduction, through analyzing the poverty / human development situation in Jordan and increasing social awareness.

Promoting Good Governance, through reinvigoration political life, promoting human rights and ensuring the inclusion of civil society institutions. 

Protecting the Environment and Natural Resources, through sound water resources management, safe management of hazardous waste and ensuring Jordan's compliance with global environmental conventions. 

Crisis Prevention and Recovery, through demining and the reduction and mitigation of natural disaster risks.

In all these areas, UNDP pays particular attention to promoting information and communications technology for development, gender equality & equity, the inclusion of youth in development programmes, and human rights protection.

Partnerships
UNDP pools the maximum of financial and human resources in the most efficient and effective manner. UNDP forges partnerships with different actors in the country, but the government of Jordan, represented through the Ministry of Planning and International Cooperation, remains the largest partner and financial contributor to UNDP in Jordan.

UNDP partners with:
Line ministries and policy makers in order to promote policies and strategies, reform laws, regulations and to overcome barriers to development.
Donors in order to call their attention and mobilize their support in addressing the country’s development problems and challenges.
NGOs in order to ensure people’s participation and sustainability of projects at the grass root.
Private sector in order to promote the development of commercially sustainable business models that generate employment, income and wealth.

Leading Member of the UN Development Group
UNDP chairs the United Nations Development Group (UNDG) which is the coordinating umbrella for all UN funds, programmes and departments working on development issues. UNDP is also the fund and manager of the funder and manager of the UN Resident Coordinator system.

At the country level, the activities of the UN system are coordinated by the UN Resident Coordinator (UNRC) who is also the UNDP Resident Representative. The UNRC is the designated representative of the Secretary-General and the head of the UN country team, and has the primary responsibility for ensuring that the United Nations system provides a harmonized response to the development challenges of the country in accordance with the mandates of each agency within the system.

In close cooperation with the UN agencies UNDP has led the activities in the country that resulted in the launch of Jordan's 2004 MDG Report.  In addition, UNDP played an instrumental role in the preparation of the 2006 Common Country Assessment and the 2008-2012 UNDAF.

UNDP is also the largest contributor to the UNDAF (49 percent of total United Nations resources) and is committed to joint programming.  Areas with potential for joint UN collaboration include:

- Monitoring and evaluation, with UNICEF, UNFPA;

overty alleviation analysis and policies with UNICEF, UNFPA and IFAD; and

integrated water management with UNESCO.

UNDP continues to be an active member in the five UN thematic groups in the country that focus on HIV/AIDS, gender, human rights, social and community development and media and communication.

The People Behind UNDP
27 staff members comprise the UNDP country office in Jordan, including professionals with multi-disciplinary expertise in the fields of environment, political science, gender and development, economics, management and communications.
